Utah law requires that the UHE convene an advisory board with representation from insurers, brokers, the departments of health and of insurance, consumer advocates (community based non-profits), and small business. The Exchange Advisory Board met monthly until June 2011 at which time it was dissolved by the Office of Consumer Health Services. 

The advisory board was replaced with a 4-part structure:  2 closed door separate “round tables,” one for insurers and one for brokers; an ad hoc consumer advocate group (not yet formed); and an Executive Steering Committee (ESC).  The ESC technically fills the same seats as required in statute for the Utah Health Exchange Advisory, but fails to fill the statute in spirit.  The individuals chosen to represent consumers by filling the “community-based non-profit organization” seats are top level executives, far removed from working with consumers (see our October Health Matters, Good Governance: Who’s Keeping an Eye Out For You?” for more information).

Utah's Health System Reform Task Force 2011
           
The Health System Reform Task Force will meet on Wednesday afternoons during the 2011 interim in room 450, State Capitol.  The Task Force is going to use the interim to focus on Cost Containment.

  • September 21st  2-5 PM
  • October 19th 2-5 PM
  • November 16th 2-5 PM

See the entire interim schedule on the Utah legislature’s website: www.le.utah.gov. Please make a point of attending these sessions, as they are the main theater of activity for addressing the delicate interface between state and federal health reform.  UHPP will have a representative at all of the meetings. This year we plan to work with U-SHARE (Utahns for Sustainable HeAlth REform) and other partners to generate stronger reform and Exchange measures out of the task force process. If Utah wants to run the ACA exchanges and not have the feds come in run their own, the state’s Exchange must be ready to demonstrate the ability to do so by January 1, 2013.  Now is the time to set up governance structures and to define affordability standards, for example—and the list goes on.
