Linn J. Baker

Linn was the Executive Director of the State of Utah's Public Employee Health Program for 31 years. He was instrumental in developing the State's self-administered Health, Dental, Life, and Long-Term Disability programs. These programs are offered to state, school district, college and local government employees. He implemented a statewide preferred provider network for public employees in 1985 and organized two self funded HMO networks offered to public employees in 1991. Mr. Baker has worked closely with the State Health Department in developing "Health Utah," a health promotion program for employees who adopt healthier lifestyles. He is one of the founders and two time past president of the National State and Local Government Benefits Association. He served on the National Advisory Committee for State Data Commissions, and on the Executive Committee of the National Academy of State Health Policy. "As Utah's health reform process evolves, it is essential that the Utah Health Policy Project continue to provide credible research on quality improvement, cost containment, and expanded access as well as a voice for those that are unable to access quality, affordable healthcare."

Fraser Nelson

Fraser became involved with the crucial issues addressed by the UHPP during her 10 years as Executive Director of the Disability Law Center. "People with disabilities, like so many Utahns, are too often left without the health care services they need, including mental health care. Now as a consultant for nonprofits, Nelson sees the struggle small business owners-including the nonprofit sector- face trying to keep health insurance benefits for their employees. "Health system reform is imperative. It impacts the economic health of the state and the well being of each of our citizens. UHPP is a catalyst for that reform."

Beverly Hyatt
Secretary

 

Beverly is a Registered Dietitian and has a Masters degree in Public Health from the Univesrity of Utah where she is working on her PhD in Health Education. She works as Director of the Health Promotion Bureau for the Salt Lake Valley Health Department, and she teaches health and nnutrition classes for the University of Phoenix. Beverly served a term as President of the Utah Public Health Association, and is now on the board of directors of the Utah Nutrition Council. She has been active in community volunteer initatives for the Food Bank and the Inner City Project, and currently helps coordinate activities at an Assisted Living Center.

David E. Rabiger (MPA CPA)

Dave graduated from the University of Utah with a BA in Accounting and a  Master of Public Administration from BYU.  In 1976 he started his professional career with the international accounting firm of Peat Marwick and qualified as a Certified Public Accountant.   He subsequently worked for five years with Intermountain Health Care as an internal auditor performing financial and operational audits for IHC hospitals and clinics.   He left IHC and worked as Director of Finance for Tempe St Lukes Hospital in Tempe Arizona for two years.   For the past twenty three years, Dave has been employed with Utah Department of Health where he is currently the Budget Manager.   Dave has also been active with Utah Public Health Association where he has been serving as Chairman of the Audit Committee.  Dave has a strong interest in escalating health care cost, and its impact on patient access and our economy.

Jessica Mathewson

Jessica is a marketing specialist with over 20 years of experience at Fortune 500 companies including Kellog's, Nabisco and Becton Dickinson. She currently has her own strategic marketing and facilitation consultancy, Pragmatix Marketing, based out of Park City, Utah. Her areas of expertise include product marketing and launches, global and domestic strategy and development, marketing communications, pricing strategy development and group facilitation. Jessica served as a board member and Board President to the English Skills Learning Center in Salt Lake City, a 501(c)3 organization dedicated to teaching volunteers how to work one-on-one and in small groups with immigrants and refugees to teach them English. She currently serves as Communication Chair for the League of Women Voters of Utah where she is responsible for encouraging increased awareness of and greater voter participation in Legislative Issues. She has an undergraduate degree (B.A.) in Psychology from University of Notre Dame, and an MBA in Marketing from DePaul University, Chicago, Illinois.

 

Tom Metcalf, MD

  Dr. Metcalf began his career in academic pediatrics at the University of Utah, then later moved to Wasatch Pediatrics in Salt Lake City where he still works to fulfill the child advocacy role of pediatrician. Dr. Metcalf has worked with a number of groups to increase the health and safety of children and adolescents. These have included but are not limited to: the Coalition of Utah Traffic Safety, Utah Safe Kids, Primary Children's Medical Center's 'Hold On To Dear Life,' Utahns for Better Dental Health, and has served as Medical Director for Headstart, on the Advisory Council to the Utah Children's Health Insurance Program (CHIP), the Board of Directors of Voices for Utah Children, and on a Utah Children Polygamy Study Group. On a national level, Dr. Metcalf serves on the 12-member Access Subcommittee of The American Academy of Pediatrics Committee on Federal Government Affairs. "During Pediatric Residency at the University of Rochester in Rochester, New York, my mentors Robert Haggerty, Bob Hoekelman, and Evan Charney impressed upon us that "pediatrics does not stop at your office door," that is, a career in pediatrics should involve not just an academic or private practice, but also involvement in local, state, national and perhaps even international communities, in order to affect the largest number of children possible. I believe in healthcare for all Americans, beginning with our children."

Stephen Hatch, along with his wife, owns a very popular specialty chocolate shop, Hatch Family Chocolates, in the heart of Salt Lake City's Avenues district.  As his small business continues to thrive, it becomes increasingly difficult to provide insurance to his employees, his family, and even for himself.  Born with a condition called pseudoachondroplaysia, a common form of dwarfism, Steve is constantly made aware that he is "different" by the current health insurance business model which is to avoid risk and charge higher premiums for those with conditions that may become expensive to manage. Though Steve shares his “difference” with hundreds and thousands of people in the U.S. and he is an otherwise healthy, successful businessman, he cannot find decent affordable health insurance.  “Today there are hundreds and thousands of people without basic health insurance. Tomorrow, you may belong in that statistic. The time to change is now: we must to ensure that everyone has affordable access to full health insurance coverage."

Bill Orton
Former Utah Congressman (D)
 

The Honorable Bill Orton is a former Member of Congress who represented the Third Congressional District of Utah from 1991 to 1997. While in the United States House of Representatives, Bill served on the Banking, Budget, Small Business, and the Foreign Affairs Committees.
Since retiring from Congress, Bill has returned to the practice of law. His practice includes Congressional, Executive Branch and administrative agency representation. In his most notable case Bill was one of the lawyers representing the plaintiff in Idaho Potato Growers v Ruben, the U.S. Supreme Court case that struck down the "Line-Item-Veto" as unconstitutional. He is a member of the Utah Bar, District of Columbia Bar, the Federal Bar for the Utah District, the Federal Bar for the District of Columbia, the 10th Circuit Federal Court of Appeals, the United States Tax Court Bar, the US Supreme Court Bar, and American Bar Association and has served on various task forces for the ABA Tax Section. He is also an appointed member of the ABA Standing Committee on the Law Library of Congress and the Washington, DC consulting group Advantage, which is a team of former Members of the United States Congress that specializes in assisting clients with government relations, politics, and international relations.

Andrew Riggle
Disability Law Center & Medicaid Recipient
  Andrew has a Bachelor’s degree in Sociology from the University of California, Berkeley and a Master’s degree in Educational Counseling from the University of Phoenix.
A resident of Salt Lake City, Andrew coordinates the Disability Community Alliance's work around the waiting list for services for persons with disabilities and analyzes state and federal Medicaid policy for the Utah Health Policy Project. He also orchestrated last year's Family Investment Coalition federal budget campaign for Utah Issues. He serves on the Utah Developmental Disabilities Council and the Disability Law Center's Board of Trustees.
Andrew was appointed to the Committee of Consumer Services by Governor Jon M. Huntsman, Jr. and formally approved by the Senate on June 21, 2006. His term expires on July 1, 2010.

Director, Zions Business Resource Center
  Luz holds a Bachelor of Science in Business Marketing and a Masters degree in Public Administration from the University of Utah. Luz Robles was appointed by Governor Jon Huntsman in 2005 to serve as the first Director for the State Office of Ethic Affairs- an office that focuses on facilitating institutional change within state agencies in order to improve services to the state's ethnic communities. As of September 2007, Luz joined Zions Bank as the new Director for the Zions Bank Business Resource Center. In this role she focuses on assisting new and existing businesses. She currently is running for the State Senate to represent the Westside neighborhoods of Senate District 1. She is committed to equity and justice for all people.

  Dee Rowland is the Government Liaison and Director of the Peace & Justice Commission for the Utah Catholic Diocese. She chairs the National Association of Social Action Directors and the Utah Gun Violence Prevention Center. She is a board member of the Midvale Family Health Center, The Utah Foster Care Foundation, The Tanner Human Rights Center, The Utah Coalition Against Nuclear Weapons and The Healthy Environment Alliance of Utah.
