Judi was born
in Los Angeles and raised there and in Israel. She has her MA from Cornell
University in History and BA (magna cum laude) from the University of California,
Berkeley, where she studied history of medicine and German literature.
Before coming to Utah in '99 she directed fundraising and development at
a community rehabilitation agency serving people with disabilities and
served as program director for the Community School of Music and Arts.
More recently Judi served as Health Policy Director at Utah Issues, Center
for Poverty Research and Action. Judi has authored numerous publications,
including Utah's Poor: Solutions for Today's Economy (ISBN 0-9770806-0-9),
Making Sense of Utah Medicaid, and articles for both Virtual Mentor (ethics
journal of the American Medical Association) and the Center on Budget &
Policy Priorities. Her work covers a broad range of policy issues
impacting the uninsured, low-income medically underserved, people with
disabilities, and ethnic minorities.
Lincoln Nehring Medicaid Policy Director
Linc was born Salt Lake City. After leaving to pursue academic, professional and athletic interests in Oregon and Washington, D.C., Linc returned to Utah to help work on finding solutions to the health care crisis. He earned both a BS and JD from the University of Oregon. He is an accomplished distance runner, running varsity cross country and track for the Ducks. Prior to moving back to Utah and joining the UHPP in 2007, Linc served as a judicial clerk for the Hon. M. Langhorne Keith in Fairfax Virginia.
Out of the office , you can find Linc exploring the Mountians of Utah and eating enormous bowls of strawberry ice cream.
Elizabeth Garbe Coverage Initiatives Director
Elizabeth was born and raised in Denver Colorado. She received her BA from Colby College in Maine and her Masters in Social Work from the University of Denver. Before returning to Denver to pursue her masters, Elizabeth spent six years working at a variety of non-profits serving Wyoming youth in Jackson. For the past three years Elizabeth worked as the Policy Analyst at the Colorado Community Health Network, Colorado’s primary care association. In this capacity Elizabeth was responsible for monitoring, tracking, analyzing, and influencing health care legislation, rules, and other policy issues. Elizabeth recently moved to Salt Lake to join the Utah Health Policy Project team. When Elizabeth is not at work she enjoys hiking, biking, skiing, reading, going to movies and seeing live music, and traveling.
Stacey Earle Office Manager
Stacey was born in Salt Lake City, Utah, where she received a Bachelor of Art in Film Studies from the University of Utah as well as volunteered for various non-profits working to promote the creative arts. She relocated to San Francisco for some years, where she worked independently on her own film
projects while pursuing a healthcare-focused advertising career. Stacey recently returned to Salt Lake City, enthusiastic to work with the UHPP to improve healthcare for Utahns, and to contribute to the local community. On evenings and weekends, she can be found basking in the recreation of the valley, particularly if there is a skateboard or snowboard involved. She also enjoys traveling, DIY crafting, and baking sweet treats.

decided to join the Utah Health Policy Project's Board of Trustees because
I believe Utah is ready for fundamental change in how we finance health
care. The UHPP has the expertise, skills, and understanding of the community
to help facilitate lasting solutions to the health care challenge.
