Medicaid Minimalism: reimbursements to providers, even providers of cost-effective primary care.

Medicaid Patients do not timely access to Primary and Preventive Care. Medicaid enrollees are slightly more likely than the uninsured to make inappropriate visits to the E.R. The reasons for their visits to the E.R. should have been addressed in a less expensive primary care setting.
